We have created a page of resources which may be useful for emerging clinical commissioning groups (CCGs). They include guidance and process documents, toolkits and other information around authorisation, governance, establishment and commissioning support.

    A suggestion…..
    This webpage is dated 2 February. That was the date the Board met to approve “Towards Authorisation” and Towards Service Excellence” – ie docs DRAFTED for its approval.
    The use of “2 Februaury” might have visitors to this site wondering if the docs here are as submitted to the meeting – rather than as approved. The answer is on the doc’s front cover, but ….it would help surfers if this page was soon relabelled to a date subsequent to the Board’s meeting day.

    Hi Alan. Thanks for your comment. The documents you are referring to were discussed and ratified at the NHS CBA board meeting on 2 February and we were keen to share the agreed versions with emerging clinical commissioning groups and other stakeholders as soon as possible. This is why we published them later the same day.

    When will final guidance on the requirements for CCG roles and the assessment process be available: this was promised for February.

      Hi Anne. Thanks for your question. We are currently working with emerging CCGs and the local NHS on draft guidance for governing bodies and this will be shared shortly. If you would like to see the work to date please contact your SHA or PCT cluster Director of Commissioning Development. The final detail on the diagnostic, development and assessment process is being worked on and more information will also be released soon.

    I have just read Barbara Hakins update on the GP bulletin (dated 24 Feb) this refers to both govenring body role outlines and a model constitution having been published in February. Despite searches in the usual places i can not find an updated role outline document from the draft published at the end of Dec and can find no trace of a model constitution. Could you advise whether these are actually published and if so how to find them (ive read your response above which seems to suggest the role outlines arent yet out) ?

      Hello Tracy. Thanks for your query. Barbara’s update refers to the guidance documents on authorisation, establishment and commissioning support which have recently been published. The role outlines and the model constitution are among the materials to follow in the coming weeks. Apologies if this wasn’t clear.

      Meanwhile, we have shared the draft role outlines with the NHS informally for comment and would be happy to forward it to you if you haven’t already seen it.

    What is the estimated date for release of the finalised set of domains, sub domains, criteria, authorisation deliverables etc?

    Will there be any kind of mapping of criteria to deliverables released or should we produce this ourselves?

    Will there be a dedicated point of contact between the CCGs and the NHS CB (esp. for authorisation process) of should this go through our SHA group?

      Hi John, in answer to your questions, Clinical commissioning group authorisation: Draft guide for applicants will be published here on 3 April as part of the papers for consideration at the NHS Commissioning Board Authority meeting on 13 April. It will set out the process and criteria the Board Authority envisages that the NHS Commissioning Board will use to assess whether CCGs are ready to be authorised, the thresholds they must meet to be authorised and the evidence sources to be submitted.

      With regard to a dedicated point of contact, within the NHSCBA’s authorisation team is a lead for each sector. These should be your first point of contact. The lead for NHS South (I’m guessing this is where you are from your email address) is laura.nicholas@glos.nhs.uk. There is also a national email address CCGauthorisation@nhs.net. Hope this helps.

      Hi MarkA and Tom, the Clinical commissioning group authorisation: Draft guide for applicants is now due to be published later, along with the other papers for consideration at the NHS Commissioning Board Authority meeting on 13 April. Please check back towards close of play today.

    Could you please advise when the HR papers that were promised for the 27th March will be available for NHS Staff. I have looked on this website and the DOH but to no avail.

      Hi Jane, thanks for your question. I’m not sure which specific HR papers you’re referring to? If you mean the HR Guide for CCGs then this is due for release shortly, and will be published on the NHS CBA website.
