We have been told that the NHSCB will issue a Case Study template or more detailed guidelines for the format and content of the Case Study evidence for authorisation. Please can you provide a link if such a template already exists or confirm when one will be made available.
Hi, I am having a few problems with links within the ‘Clinical commissioning group authorisation: Draft guide for applicants’ Annex E. Some links do not appear to work. E.g. Could you confirm whether there is a problem or is it me.

Regarding financial matters, you may like to review the information included within the document Towards Establishment and the supporting material in the Model Constitution Framework.
In addition, work is underway on more of a development support tool and that, along with the Commissioning Intelligence Self Assessment Toolkit, is going through final testing to ensure accessibility, language and usefulness for Clinical Commissioning Groups. Unfortunately this is taking a little longer than anticipated. We are aiming to have these complete by mid-May.
Would you be willing to let us contact you, if you are interested in supporting this final phase?
I would be very happy to offer support to final implementation of the finance toolkit.
Is there an intention to share examples of good practice gathered during the authorisation process? This would be helpful in inorming future organisational development.
To update my previous reply, I can confirm that the CISAT tool is now available.

Is there anything in relation to the lay members of the CCGs that says they cannot be an employee of an existing NHS body?

Hi Vicky
Thank you for your enquiry with regards to CCG lay members being employees of an existing NHS body. The Role Outlines document posted on the NHS CB website here (http://www.england.nhs.uk/wp-content/uploads/2012/04/ccg-mem-roles.pdf) sets out the early thinking on exclusions, however the detail is now being worked through in regulations.
Regulations will set out those who are not eligible to be lay members of a CCG governing body: these are likely to include officers and employees of NHS bodies.

when will the CCG governance documents such as model Standing Orders, Standing Financial Instructions and possibly model Scheme of Delegation materials be available on the website or if they are already avaialble could you send me the link

Hi Jeff. Thanks for your question.
The CCG governance documents were published on the website in April 2012. The Terms of Reference and Model Constitution can be found here: http://www.england.nhs.uk/resources/resources-for-ccgs/ You will find the model Standing Orders and Scheme of Delegation as appendices at the end of the Model Constitution.
In the Draft Applicant Guide FAQs question 7.4 asks about Case Studies. The response says the NHSCBA are considering how support can best be made available to CCGs. Can you update when more info will be available to answer this question? Thanks
Hi Jacquie and thanks for your question. It is unlikely that any further support will be made available to CCGs at this stage in preparing their case studies. The template to be used was circulated to CCGs on 1 June 2012.

could you give more information on the scope and extent of the OD plan required. Most of the diagnostic work done so far in CCGs is on the leadership team only. Is the authorisation process expecting an OD plan covering to the whole organisation – staff, members in practices – or just the leaders?
Hi. The authorisation process expects an OD plan covering the whole organisation although we accept that much of the work done to date will have focused on the leadership team. By the whole organisation we are primarily focused on CCG staff, although we would anticipate that key practice staff may also be included in some activities. I hope this helps.
is there any further guidance re the OD plan requirements of the authorisation process?
Thank you for your query on the organisational development plan. No further guidance has been issued in relation to this document. It is up to the CCG how they present their plan although we strongly recommend that this is based on the results of the OD diagnostic/self-assessment tool and ideally covers each of the 10 points of evidence for authorisation listed on p66 of the draft Applicants’ guide.
Hi,
I have a question about the case studies. The guidance says ‘CCG choice of case studies illustrates their approach and the impact they have to date in at least one of the above patient groups’. Does this mean that each individual case study has to mention an impact on at least one of these groups? Or is it that across the five case studies one of these groups must at least be mentioned?
In other words is it acceptable to have a case study, for instance on leadership development, that does not link directly back to one of the mentioned patient groups?
Dear Richard. Thank you for your query relating to CCG case studies. Assessors will be looking to see that
one
of the five case studies mentions at
least one
of the stated patient groups. The other case studies can be on any subject, meaning that your example of a leadership development case study does not have to link back to a mentioned patient group.
Is a Word version of the application form going to be made available as the only version currently is the PDF Draft Applicant’s guide.
Thank you for your enquiry regarding the availability of the CCG authorisation form in formats other than PDF. The draft Applicants’ Guide was published only in PDF as a measure of version control and content security. The application form however has been made available in Word format to CCGs only via the knowledge management system. Access to the KMS is via a secure login and it is for the CCG to nominate persons it wishes to obtain access rights. If you are helping a CCG in its application process, you should liaise directly with them when wishing to assist in editing this document.
I believe Code of Conduct: Managing conflicts of interest where GP practices are potential providers of CCG-commissioned services has been developed can anyone advise where i might find this?

Is a terms of reference template available for Finance Committee?
A terms of reference template has not been drafted nationally as this is not a statutory sub-committee, and each CCG may define the breadth of responsibilities differently.
However, you may find the content of the finance governance tool helpful in supporting local discussions, and of course current PCTs may have examples that could be used as a basis for CCGs to build from, if they have decided they wish to have a finance committee.
I am trying to draft a quality and improvement policy for my CCG. Any idea of where I can get guidance of what I should include or any examples out there that I can look at for a steer?
