Commissioning Capability Programme

The NHS Commissioning System is responsible for £76.6 billion (2016/17) of the annual NHS budget. The Five Year Forward View set the system wide challenge of delivering better care at lower cost whilst supporting the development of new delivery models.

NHS England is committed to providing commissioning systems with support, at the right time and place, to meet their development needs and have designed a new Commissioning Capability Programme to do this.

The Commissioning Capability Programme provides tailored support delivered through place-based solutions to equip commissioners with the skills to deliver on both the challenges of today and of tomorrow. The programme is focussed on responding to the evolving needs of commissioning organisations, with co-production as a key design principle.

Through the programme NHS England supports commissioning systems to increase their capacity and capability. For some organisations, this means helping build capability to accelerate their journey out of special measures, whilst laying the foundations to enable new ways of working at a system level. For others, the programme supports them in developing the strategic commissioning capabilities to enable new delivery models.
