Position statement: vaccinating people registered with a GP in Wales in COVID-19 vaccination sites in England

People who are registered with a GP in Wales, whether they live in England or Wales, and meet the Joint Committee on Vaccination and Immunisation (JCVI) criteria, can get their COVID-19 vaccine at a vaccination site in England. This is likely to apply to people living close to the England-Wales border. This is in line with existing reciprocal healthcare arrangements between England and Wales.

Similarly, a health and social care worker who works in England and is registered with a GP in Wales, can get their COVID-19 vaccine at a vaccination site in England.

Process for call / recall for people who are registered with a GP in Wales 

  • People recorded as a resident in England in the Personal Demographics Service and registered with a GP practice in Wales, who are inpatients or outpatients at a hospital in England, may be offered a vaccine by that hospital hub.
  • People who reside in Wales and are registered with a GP practice there, and who are inpatients or outpatients at a hospital in England, may be offered a vaccine by that hospital hub.

For individuals in these first two groups, the first and second vaccination should take place at the same location. Where this is not possible, individuals should contact their GP to make alternative arrangements.

  • NHS frontline health and social care workers at organisations in England (with an Electronic Staff Record) who reside in Wales and are registered with a GP practice there, should be contacted so they can be vaccinated at a hospital hub in England. Alternatively, they can book at a vaccination centre or community pharmacy by self-declaring as a health or social care worker through nhs.uk or by calling 119. If they work in a primary care setting in England they should be contacted by their employer.
  • NHS frontline health and social care workers in England, who don’t have an Electronic Staff Record, and are registered with a GP practice in Wales, should be vaccinated at a hospital hub. If they work in a primary care network, they may also be vaccinated during a roving visit to their place of work. They can self-declare (through nhs.uk or 119) to have their second dose of vaccine in a vaccination centre or community pharmacy if they received the AstraZeneca vaccine as their first dose in a hospital hub or through a primary care team.

Recording the vaccination event and integration into the individual’s health record

People registered with a GP in Wales who attend a vaccination site in England will have their vaccination event entered into the point of care system (NIMS, NIVS or Pinnacle depending on the setting).

This vaccination event does not yet flow back to the individual’s GP record in Wales, but the COVID-19 vaccine deployment programme is working with NHS Wales Informatics Service (NWIS) to enable that. No further action is required by vaccinators beyond capturing the event in the point of care applications. Once the data flows are in place, this data will be flowed to NWIS centrally, and then on to the individual’s GP record.
