Devolution and accountable care systems

The first group of eight designated Accountable Care Systems (ACSs) have agreed with national leaders to deliver fast track improvements set out in Next Steps on the NHS Five Year Forward View, including taking more control over funding available to support transformation programmes.

This funding is matched by accountability for improving the health and wellbeing of the populations they cover. Funding for online consultation adoption will be included in this transformation funding so that these ACSs can develop their plans and deliver improved access to patients. Their plans will not require approval by NHS England.

Funding to support online consultation adoption in Greater Manchester is already included in transformation funds which have been allocated. This will also apply in Surrey Heartlands as part of devolution there.

CCGs in devolution areas and ACSs will be expected to report on deployment progress via the periodic GPFV Monitoring Survey.

All elements of national support will be available to devolved systems and ACSs.
