This information has been updated to reflect agreed shared leadership arrangements as some integrated care boards (ICBs) have formed clusters and made joint leadership appointments. It also reflects the new ICB footprints from 1 April 2026, details of which can be found in the written ministerial statement laid in Parliament. An ICB’s footprint is the same as the footprint of the corresponding integrated care partnership (ICP), and together they form the integrated care system (ICS).
In some cases, one website serves both the local ICB and ICP. On each ICB’s website, you can find its constitution which sets out the composition and operation of its board, and its governance handbook which describes how the ICB makes its decisions.
Each ICP has a chair, who in some areas also chairs the ICB. Others have a chair from a local authority and some ICPs have a rotating chair or more than one co-chair.
Clustering arrangements
The clusters agreed by NHS England’s Executive team and by ministers are outlined below.
While clustering ICBs are working together through shared leadership and combined teams, they remain separate legal entities.
