Personal health budgets are being introduced by the NHS to help people who have long term conditions and disabilities to manage their care in a way that suits them.
Since October 2014, adults receiving NHS Continuing Healthcare and children receiving continuing care have had a right to have a personal health budget, unless there are exceptional circumstances. This is not a right to have a direct payment but CCGs do need to have the capability to make direct payments available. CCGs should also be planning to make personal health budgets and integrated personal budgets available to other people who would benefit. People may also be able to get information on the local offer for personal health budgets in their area from the NHS clinical commissioning group.
Integrated Personal Commissioning is a new approach. It does not give the NHS and local authorities new powers or duties. It sets out how they can join up health, social care and education at the level of the person, making sure the care and support you need is personal to you, meets your needs and makes use of all the things available to you in your area. As a result you will experience a more holistic approach to assessment, care and support planning, and review.
