Dear colleagues, 

Action needed to save up to 200,000 days of staff time following changes to statutory and mandatory training

We are pleased to announce a universal agreement across the NHS in England to accept a core list of prior statutory and mandatory (StatMand) training (see appendix A). This means that, starting on 1 May 2025, staff will no longer need to repeat training when they move between NHS organisations, resulting in greater efficiency and improved staff experience.    

This announcement coincides with the launch of a new national people policy framework for mandatory learning, developed in partnership with the national social partnership forum. This framework provides local organisations with a consistent approach for how nationally and locally mandated learning is determined and managed.

Together, these initiatives will help organisations release up to 200,000 days of staff time during the next financial year. This will result in more time for patient care and reduce the time our hard-working staff often spend undertaking StatMand training outside of normal working hours.

These initiatives are now ready to implement, as previously outlined in letters sent to you regarding improving the working lives of doctors in training  and shifting to an outcomes focused approach for mandated learning.

Universal agreement for acceptance of prior StatMand training across NHS in England

All employees and bank workers of the organisations listed can now have their prior core StatMand training accepted whenever they move, particularly benefiting resident doctors who frequently rotate. NHS England has provided the agreement, gathered signatures from the 262 NHS organisations (appendix B) and is working closely with staff representatives to inform their members of the change. 

NHS employers should:

• refer to your chief people officer for information about how this agreement will work in practice for your organisation
• ensure that all new starters, moving from another NHS organisation in England, are made aware that their prior StatMand training (for the topics and timeframes covered in appendix A) will not need to be repeated as of 1 May 2025
• advise new starters that they will still need to complete local orientation, induction, other locally mandated training and periodic assessments of competence for these subjects

People policy framework for mandatory learning

NHS England has launched a new national people policy framework for mandatory learning  as a template policy for all organisations to adjust and adopt. This embeds the new governance arrangements, as defined in the letter on 14 November 2024, with clear feedback loops so that we all work together to maximise workplace safety while reducing unnecessary burden on staff time. 

NHS employers should:

• consider reviewing and adopting this policy as soon as possible and no later than 30 September 2025
• produce a local annual plan to quantify the amount of mandatory learning and evidence of improved outcomes and benefits as part of business planning for financial year 2026/27

This all forms part of the work that NHS England is leading alongside national partners to optimise, rationalise and redesign statutory and mandatory training to improve staff experience, deliver better outcomes and reduce time burden.

The redesign work, a zero-based review of all nationally mandated training is also underway, and more information will be provided about this in due course.
