Lead Providers

The following organisations have been approved to join the Commissioning Support Lead Provider Framework, following a rigorous procurement process. They successfully met the quality and value for money criteria required to deliver the best support services to Clinical Commissioning Groups (CCGs) and other commissioners of health and social care services.

The organisations bring together a range of partners to deliver the very best services in areas like innovative contracting approaches (including outcome based commissioning); transformation change and service redesign for the Five-Year forward view (including embedding the NHS Change Model); supporting patient involvement and engagement and robust approaches to reactive communications; renegotiating contracts; and using innovative business intelligence tools and skills to drive improvement.

They all met the very demanding quality and value for money thresholds that were set across the three lots – Lot 1 End to end commissioning support, Lot 2a medicines management and Lot 2b Individual Funding Requests (IFR) and supporting Continuing Healthcare (CHC).

The evaluation criteria was co-developed with over 60 CCG representatives resulting in a number of questions around organisational capability (approach to end to end, responsiveness, supply chain management, accountability), supporting service migration and mobilisation, service capability (payroll, HR, GP and PC IT, understanding and embedding principles of outcome based commissioning, embedding NHS Change Model) and a number of detailed scenario based questions -renegotiating contracts, reactive communications, patient involvement, business intelligence tools and techniques, and commissioning prime provider.

The bids were assessed by over 30 representatives from across the NHS in CCGs, NHS England’s central and area teams, NHS Improving Quality and Right Care as well as subject matter experts in areas like patient engagement and primary care IT.

The framework is available to other organisations, both within and outside the NHS, who want to procure some or all of their support services.

NHS England is encouraging CCGs to re-procure their current Service Level Agreements with CSUs through the framework to put in place long term sustainable solutions for the future. To enable this we are providing free procurement and legal support so that they can get the best value for money for taxpayers.
