NHS England consulted on a draft of the Advanced Foundation Trust Programme: guide for applicants from 12 November 2025 to 11 January 2026.

The consultation has now closed and an updated advanced foundation trust policy framework has now been published alongside a consultation response.

Annex 2 identifies the additional criteria and evidence required to support advanced foundation trusts wishing to be designated as eligible to take on an integrated health organisation (IHO) contract. The draft published for consultation remains the current version and will be updated as the IHO model develops.
