National Tariff proposals 2017/18 and 2018/19

Statutory consultation on the 2017 to 2019 national tariff proposals

NHS England and NHS Improvement have published the first set of documents for the statutory consultation on proposals for the 2017 to 2019 national tariff. The materials can be accessed on the NHS Improvement website.

It is proposed to set the tariff for two years – 2017/18 and 2018/19. We believe that setting a two-year tariff will give the service greater certainty to plan and make investment decisions.

The remaining consultation documents will be published on 8 November 2016. The deadline for responses is 6 December 2016.

Planning prices for 2017 to 2019

To assist the planning process for 2017 to 2019, NHS Improvement and NHS England have published ‘planning prices.’ These are not yet finalised and there will be a statutory consultation on final proposals later in the year. We have published a short note explaining how these prices differ from those that we engaged on in August 2016, and setting out further changes that will be made before the statutory consultation.

Engagement on National Tariff proposals for 2017/18 and 2018/19

NHS England and NHS Improvement have published policy proposals for the national tariff for the period April 2017 to March 2019.  We are now seeking feedback from the service on policy proposals and draft prices, to help inform the proposals for statutory consultation later this year.

Our proposals include:

  • Introducing a two-year tariff under which we would publish two price lists, one for 2017/18 and one for 2018/19
  • Introducing HRG4+ phase 3 as the payment currency for admitted patient care, A&E and outpatient procedures
  • Introducing four new best practice tariffs and amending four existing best practice tariffs
  • Making changes to specialised service top-up payments

Our proposals are set out in a number of engagement documents that are available on the NHS Improvement website.

Feedback is invited via an online survey which can be accessed on the NHS Improvement website at the above link. The deadline for receipt of feedback is midday on 26 August 2016.

NHS England has also published a paper giving more information on proposals relating to Best Practice Tariffs.

In the development of proposals for the national tariff, NHS England has been guided by the duties placed on it under the Equality Act 2010 and with regard to reducing health inequalities, duties under the Health and Social Care Act 2012. We endeavour to ensure that services and communications are appropriate and accessible to meet the needs of diverse communities.
