NHS Greater Manchester Integrated Board, Non-executive Director
NHS Greater Manchester Integrated Care Board is one of the largest and most complex systems in England, serving a diverse population of 2.8 million people. As part of the Greater Manchester Integrated Care Partnership, which brings together the NHS, local government, the Mayor’s office and the voluntary sector, our role is to improve health outcomes, tackle inequalities, enhance productivity, and contribute to the social and economic development of our city-region.
We are now seeking an exceptional individual to join our Board as Non-Executive Director – Senior Independent Director and Deputy Chair. This is a pivotal appointment, offering the opportunity to support better health and fairer outcomes in Greater Manchester at a time of significant change.
As Deputy Chair, you will support and deputise for the Chair in leading the Board and ensuring its effectiveness. As SID, you will provide independent insight, act as a sounding board for fellow Board members, lead the annual appraisal of the Chair and offer a trusted channel for colleagues, stakeholders and regulators. You will also be the Board’s Freedom to Speak Up Guardian and whistleblowing lead, fostering an open culture where staff feel safe to raise concerns and where transparency and learning are prioritised.
You will hold a policy leadership role for people and culture, working closely with system partners and internal colleagues to support workforce development, equality, diversity and inclusion, and staff wellbeing. You will sit on all four of the ICB’s Board Committees (Audit, Remuneration, Resources and Commissioning), contributing to strategic oversight across the breadth of our work. While you will not chair a committee, your cross cutting perspective will help strengthen coherence, accountability and assurance.
We are looking for an experienced board level leader with strong governance knowledge, personal integrity and a collaborative style. This is not a first-time NED role; you will already have substantial experience at board or senior executive level in a complex organisation, be it inside or outside of the NHS. You will be adept at leading through change, perhaps with experience of cultural transformation, workforce issues or organisational development. Outstanding communication and listening skills are essential, as is the ability to build trust and speak up with courage when required.
Health or care experience is welcome but not essential. We are seriously interested in candidates from other sectors who can bring fresh perspectives and transferable expertise. GM ICB is implementing a revised operating model, strengthening our role as a strategic commissioner while supporting recovery in performance, quality and finance. We are redesigning our governance and committee structures to ensure focus on strategy rather than operational detail.
