Board meeting – 19 July 2012

The next public board meeting will take place on Thursday 19th July 2012 from 1.15pm to 3.00pm in Quarry House, Quarry Hill, Leeds LS2 7UE.

Please note that members of the public are welcome to attend meetings of the Board – which although being held in public are not public meetings. Questions submitted via this website won’t be passed on for discussion at Board meetings but will receive a response.

    I have background as NHS foundation trust governor and as board member of other service provides in the health and social care sector. I have been trying to understand the transition process and am concerned with some of the resourcing/recruiting practices followed by the Commissioning Board.

    It appears that most/all roles, including leadership roles, are to be offered to current civil servants first and every attempt is to be made to recruit from among them. While I sympathise with those at risk of losing their civil service jobs, I would like to remind the board that the primary purpose of the NHS is Effective working for Health and Wellbeing of the wider society and not best possible preservation of civil servants. While many civil servants, including leadership positions, have done commendably and will no doubt retain leadership positions in the new structures, others have been quite incompetent and have coasted through the system for too long, while giving the wider society poor service and disastrous change/improvement programs. Those in charge of services involving effective use of technology have especially poor history. I therefore find it incredulous that the Commissioning Board Authority is still trying its utmost to give leadership roles to current senior civil servants, including the many lack-lustre ones. An example is the role of Transition Director for the Single Patient & Public Information Portal. So far NHS/DoH performance in this field has not been great. For example the state in which the HealthSpace service is, the money spend so far and the time it has taken to get there, all indicate poor directorial/commissioner performance. Why then try to find someone from current civil servants for this role? Why not open this and all other senior roles to the widest possible competition, define them in a way that will give talented people from outside the civil service a level playing field and get the best people in. If we are going to have the same people and the same level of competence in the new structure, then the whole transition exercise seems pointless!
