Ciarán Devane confirmed as Non-Executive Director of NHS Commissioning Board Authority

Ciarán Devane has been confirmed as Non Executive Director of the NHS Commissioning Board Authority. He will take up post on 1 January 2012.

As Chief Exective of Macmillian Cancer Support, Ciarán has a very strong healthcare background plus extensive senior level management experience.

Health Secretary Andrew Lansley said:

Chair of the NHS Commissioning Board Authority, Professor Malcolm Grant said:

“Ciarán Devane’s appointment is great news and I am looking forward to working with him when he joins us in the New Year.  I am sure that he will be a strong source of knowledge and advice as we continue our work with colleagues to develop the NHS Commissioning Board and clinical commissioning system.”

The NHS Commissioning Board’s central role will be to drive improvement in results for patients, ensuring a fair and comprehensive service across the country. It will also promote the NHS Constitution and champion the interests of patients, using choice and information to empower people to improve services.

Accountable to the Secretary of State via an annual mandate, the NHS Commissioning Board will be an independent, statutory body, free to determine its own organisational shape, structure and ways of working.

The Secretary of State will remain responsible for promoting a comprehensive health service; and retains the ultimate accountability for securing the provision of services, through his relationship with NHS bodies.

The NHS Commissioning Board will become officially operational subject to the Health and Social Care Bill.

  2. Ciarán joined Macmillian Cancer Support in 2007. Formerly he worked for ICI, Gemini Consulting and served as Chairman of a major UK Housing Association. He has a first class honours in biochemical engineering from University College, Dublin, and a Masters Degree in international policy from George Washington University, Washington DC.

Ciarán serves as a member of the Cancer Outcomes Strategy Implementation Advisory Group, the National Stakeholder Forum of the NHS and is a member of the health and work network of the Responsibility Deal. He also co-chairs the National Cancer Survivorship Initiative, and sits on the board of the National Cancer Intelligence Network and of the National Cancer Research Institute. Ciarán is a trustee of The Liver Group and the Makaton Charity.

This appointment is made in accordance with the code for public appointments, issued by the Commissioner for Public Appointments.  All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Ciarán Devane has declared no political activity

  6. The role is remunerated at a rate of £7,883 for around 2 days per month, with any further remuneration paid at a pro-rata rate for additional days. The rate may be subject to change following the conclusions of a review, taking place over Winter 2011/12.
