Good document. The missing bit is to recognise the role of NHS England, through its commissioning activity, in developing and nurturing research capacity. There needs to be a foresight activity, carried out in partnership with other stakeholders in the research domain, to identify emerging capacity requirements, and to identify where NHS England needs take these into account in setting programme priorities.
