1. Welcome and apologies

The chair noted and accepted the apologies listed above and noted that the meeting was not quorate, therefore papers will be recirculated for approval.

No conflicts/declarations of interests raised.

2. Notes from previous meeting accepted

The minutes of the previous meeting were circulated ahead of this meeting and some comments were received; the group were content to approve the minutes once the comments had been addressed.

3. Document review: AI core capability DPIA (enc 2)

The intention of this DPIA is to cover the AI functionality available for FDP products.

This will allow for products utilising the functionality to be implemented by the product teams or local organisations without duplicated reviews of the AI functionality and security.

This DPIA would require update and reapproval if additional AI functions or tools were added.

General opinion of the group

The group raised concern on the AI core capability and the reliability of the output, no matter what data is ingested.

Additionally, concern was raised on the risks detailed and the human intervention required.

Action

The members of the group agreed to review the DPIA and provide comments back to the FDP IG team.

Decision of the group

The group were not content to approve the document today or via remote approval and therefore the DPIA will be required to return for approval in the January 2026 meeting.

4. Document review: Demand Centre Local (enc 3, 3a, 3b)

The Demand Centre is an incubator product. The aim of this product is to bring together all referral information into a single system.

General opinion of the group

The group were supportive of the product; however, they raised comments on the privacy notice and annex.

Action

FDP IG team to update the documents with any comments made, including interaction with the Rego system.

Decision of the group

The group were happy to approve the documents with the caveat of the comments being addressed prior to being finalised.

5. Document review: Updated FDP IG Framework (enc 4)

The FDP IG Framework has been reviewed and updated to include:

  • the new use case
  • AI functionality of the platform
  • definitions of the types of local products such as incubator, pilot, generally available
  • expansion of detail on PET and inclusion of the National Data Integration Tenant (NDIT)

The group were asked to review and comment on the document with a particular query on the audit functionality.

General opinion of the group

The members of the group commented on several areas.

Action

The group were asked to provide further comments back to the FDP IG team and this paper will be recirculated to the group at the January 2026 meeting for approval.

6. Verbal updates

Local Analytical Hub (LAH) renaming to Health Decision Suite (HDS)

The LAH product is going to be renamed to HDS. The FDP IG team will be reviewing and updating the DPIA and associated documents to ensure that these are accurate.

Diagnostic Imaging Dataset

The Diagnostic Imaging Dataset (DIDs) is an existing NHS England dataset and dashboard.

A decision has been made to move this into FDP; the directions for this dataset are currently being updated.

Once this has been completed, the FDP DPIA will be shared with the group as part of a meeting for review and approval.

DHSC data ingestion

As part of the merger of NHS England and the Department of Health and Social Care (DHSC), there is a requirement for analysts from both organisations to work more closely together.

To this end, identified analysts from DHSC, who have the legal right to do so, will be provided with access to specific workspaces.

The access will be defined and approved by the workspace owners.

Additionally, DHSC will be provided with their own instance of FDP.

WAPT update

The Winter Admissions Planning Tool is continuing to be developed.
