1. Welcome and apologies
The chair noted and accepted the apologies listed above and noted that the meeting was not quorate; as such, papers would be re‑circulated for remote approval.
2. Notes from previous meeting accepted
The minutes of the previous meeting were circulated ahead of this meeting and were approved subject to minor updates being made.
The chair provided an update on the DSPT reports and confirmed the current process in place until NHS England has confirmed an approach due to the number of non‑compliant organisations.
Action
The October minutes require the date to be amended.
3. Document review: Overarching FDP DPIA (draft 2nd read) enc 2, 2a
The overarching FDP DPIA has been reviewed by the group previously, and updates have now been made to the document by both the group as well as the National Data Guardian (NDG) and the Information Commissioner’s Office (ICO).
General opinion of the group
The group were happy to review and agreed to provide comments back.
Initial comments were provided, specifically on updates required to the risk sections and Section 11 ‘Data categories’.
Action
The members of the group agreed to review the DPIA and provide comments back to the FDP IG team.

Document review: FOI Manager – local enc 3, 3a, 3b
FOI Manager is an incubator product aiming to manage the local FOI function.
There is an AI functionality which allows for cross‑referencing of previous requests and the drafting of responses for templated data.
General opinion of the group
The group raised comments on the DPIA; there were concerns that this does not fit within the care coordination use case.
An update is required for categories of the individual to be included.
Annex – Update the categories of data.
Action
FDP IG team to discuss this with the product team.
Decision of the group
The meeting was not quorate; however, those present were content to approve. This will be discussed with the product team and potentially come to another meeting.
5. Document review: Winter Activities Planning Tool (WAPT) Enc 4, 4a, 4b
This product has been developed from a Top of Office request to identify the top 4% of high‑risk patients who are likely to require medical intervention over the winter period.
This is completed using data held by NHS England in pseudonymised form.
Once the 4% have been identified, this will be shared with GP practices, after going through PET for re‑identification, to allow GPs to implement preventative direct care.
NHS England will be sent an aggregate report from the GP practices.
General opinion of the group
The members of the group agreed to review the DPIA and provide comments back to the FDP IG team.
The group provided initial comments relating to the legal basis for primary care organisations, the data category table and updating the DPIA to cover the patient focus.

6. Document review: Diabetes Actionable Insights Dashboard Enc 5, 5a, 5b
This product is national, using existing National Diabetes Insights datasets that will be analysed and pulled into FDP to allow for sharing with ICBs.
This output is in aggregate format; however, pseudonymised data is used to create the output.
General opinion of the group
The group were happy with the product but raised a few queries on the use case and the wording used for PET within the annex.
There are also references to local systems which are not relevant to the product.
Action
FDP IG team to work with the product team.

7. Document for noting: Strategic Commissioning Tool Enc 6
The Strategic Commissioning Tool product has been updated to include further national commissioning datasets.
This has been provided for noting, as the group have previously approved the national commissioning datasets, which is a broad term for all commissioning datasets that ICBs already receive through another route.
General opinion of the group
The group were happy with the product and advised that they believe this is a positive idea and the right way forward.
However, some further comments have been shared with the FDP IG team.

FDP IG team to review comments received.
8. Any other business and close
Minutes of the group to be published; this has been discussed and raised as an issue with the Communications and Website team.
AI core capability – The group agreed this is a positive way forward, to be able to refer back to an AI DPIA with a note that it will have to be written carefully to perform as hoped. The group will review and confirm if this is the correct way forward.
