1. Welcome and apologies

The Chair noted and accepted the apologies listed above.

No conflicts/declarations of interests raised.

2. Minutes from previous meeting

The minutes of the previous meeting were circulated ahead of this meeting and were approved.

3. Document review: Cancer Waiting Times (enc 2)

The Cancer Waiting Times product was approved by the group in January 2025.

The group were asked to approve updates to the DPIA, which included ‘Break Glass View’.

Break Glass View is a new function, which allows authorised cancer pathway coordinators to access limited cancer pathway data from other NHS trusts for inter-provider validation, pathway continuity and faster diagnosis standard compliance.   

Opinion of the group

The group discussed the updates within the DPIA and raised some queries relating to the processing description and some of the terminology used.

However, they recognised the need for the ‘Break Glass View’ functionality.

Action

FDP IG team to work with the Product team to update the DPIA in line with the feedback.  

Decision of the group

The group are content to approve the updates to the DPIA, with the caveat that the points raised today are addressed.

4. For noting: PET Technical DPIA (enc 3)

The draft of this technical DPIA was circulated to the group for information.

PET will be utilised in a variety of situations, which will be detailed within separate operational DPIAs. These DPIAs are likely to come to the group for the September meeting.

Opinion of the group

The group noted the document and commented that it would be beneficial that all technical wording is detailed in the definitions table at the end of the document.

Action

The group were asked to provide any further feedback on the DPIA to the FDP IG Team via email.

5. Document review: Single Queue Diagnostics (SQD) (enc 4, 4a, 4b)

This is an incubator product designed to support an existing programme of work.

The aim of this product is to reduce diagnostic pathway delays by enabling patients to be booked into any available appointments across a region.

Opinion of the group

The group noted the potential value of the work and the benefits it could bring to patients.

Some queries were raised particularly whether the range and volume of data was justified.

Action

FDP IG team to work with the Product team to update the DPIA and associated documents to provide further clarity and address comments from the group, including giving more justification for the range of data to be shared.

The FDP IG team will work with the product owner to update the documents, once this has been completed the group agreed to review and, if appropriate, approve, these documents remotely.

6. Document review: Personalised Stratified Follow Up (PSFU) (enc 5, 5a, 5b)

This is an incubator product, supporting an existing programme of work.

The aim of this product is to improve patient experience and outcomes, and overall quality of care, by tailoring aftercare and embedding risk stratified supported self-management into the cancer pathway.

PSFU additionally aims to reduce the demand for hospital-based outpatient appointments.

Opinion of the group

The group saw considerable potential for this product; however, they highlighted some concerns and queries.

The group were unclear if remote digital monitoring would be taking place and what views had been expressed in the consultation with patients.

Action

FDP IG team to work with the Product team to address the points raised and update the DPIA for recirculation.

The FDP IG team will work with the product owner to update the documents, once this has been completed the group agreed to review and, if appropriate, approve, these documents remotely.

7. Document review: Digital Urgent and Emergency Care (DUEC) (enc 6, 6a, 6b)

This product is an existing portfolio of services and transformation programmes, which are being transitioned onto FDP.

This product will utilise NHS urgent and emergency care services data to identify areas for service improvement.

Opinion of the group

The group discussed the DPIA and other documents and highlighted some concerns and queries.

The group agreed that the purpose of the product needs to be clearer, with detail concerning what will happen and why.

Clarification was also sought on the directions being utilised to gather data for this processing and whether ‘experimental linkage’ was an aspiration for the future (rather than being within the initial product scope).

Action

FDP IG team to work with the Product team to update the documents and recirculate to the group.

8. For noting: Combined OPTICA

The decision has been made to combine the 3 OPTICA products into one set of documentation, this includes OPTICA Acute, OPTICA Community and OPTICA Mental Health.

These documents will be circulated remotely to the group for review and approval. The group agreed they are content to review them remotely.

9. Any other business

  • Publication of DPIAs were reported to the Group.
  • The FDP approach to a controller’s DPST assessment being ‘Standards Approaching sufficient’ was discussed.
  • A 6th FDP use case (Statutory Functions) under development.
