1. Welcome and introductions

The chair welcomed members to the meeting. Apologies were noted.

2. Declarations of interest

The chair asked members to declare any interests. No new interests were declared.

3. Review of actions

The chair guided the group through a review of the open actions and progress was noted. There were no objections to the closure of actions and no concerns were raised about actions that were in progress.

4. Decisions made

The chair summarised the decisions made since the last Programme Board meeting on 24 April 2025.

Action: the deputy director of delivery transformation to present a paper to the Programme Board in June (subsequently moved to July) clarifying how the Health Decision Suite (HDS) offer pack will work.

The Board noted the update.

5. FDP highlight report

The director of data management and transformation provided an overview of the FDP highlight report.

As of 28 May 2025, a total of 114 acute trusts and 10 non-acute trusts had formally signed up to implement the FDP via a memorandum of understanding and the relevant information governance documentation. A total of 79 acute trusts are live/in delivery.

Work is ongoing to make more products generally available, including Cancer 360, Shared Patient Tracking Lists (PTL) and the System Coordination Centre products.

There has been slower progress in April and May than anticipated, with demand and delivery moving to amber on the risk report. Consideration will be given to the right interventions to help local organisations and help recover the position so targets can be achieved by March 2026.

In response to questions raised regarding Cancer 360 and whether this is replacing all cancer tools in the system, the message is that Cancer 360 is about co-ordinating activity and workflow and is not intended to replace core cancer systems already in place.

Consideration was being given to increasing the publication frequency of the list of trusts which had signed up to Cancer 360 from quarterly to monthly. This would help to address media negativity.

The key performance indicator (KPI) summary report will be updated to draw out key measures for tracking and targeting. Feedback would be welcomed.

Action: PMO to provide a slide with updated KPI indicators.

6. FDP end of year summary

Members received an FDP end of year summary.

7. FDP delivery update

Members received a summary update on the programme’s delivery progress. Work will continue regionally to encourage adoption.

Action: convene a deep dive into the Centre of Excellence to ascertain training offer.

Action: the deputy director of delivery transformation and regional chief operating officer, Midlands, NHS England agreed to discuss what can be put in place to support organisations in the West Midlands.

The Board noted the update and agreed that the potential impact around integrated care board changes be referred to the Strategic Oversight Committee.

8. FDP product update

Members received a product update illustrating the current position on core products and on emerging products.

Action: deputy director of product, NHS England to share road map with regional director of data and transformation – East of England.

Action: the deputy director of delivery transformation to produce a road map explaining why different product elements have different levels of prioritisation or resource behind them.

9. Performance and improvement

The director of data management and transformation, NHS England talked through their work with the Demand and Delivery team on developing a performance, accountability and continuous improvement product.

FDP presents an opportunity to empower service and directorate managers with consistent data, and as a platform to deploy productivity-enhancing apps cost- effectively and at pace.
