1. Welcome and introductions
The Chair opened the meeting. Apologies for absence were noted.
The minutes from the Programme Board meeting held on 25 September 2025 were reviewed and approved.
2. Declarations of interest

3. Review of actions
The Board reviewed and noted the updated action log.
4. Decisions made
The Chair provided a summary of the recent Programme Delivery Group (PDG) decisions.
The Board noted updates regarding collaboration with the Department of Health and Social Care (DHSC) on FDP use, developments with Solution Exchange and successes relating to the recent FDP Build Day.
5. FDP highlight report
The Chair provided an overview of the FDP Highlight Report. The Board noted the current FDP workstream overview, Key Performance Indicators (KPIs) and risk profile.
157 Trusts had formally signed up to implement the FDP. A total of 125 Trusts were live / in delivery.
FDP continued to support 6 products in general availability, with a further 7 in advanced stages of their piloting processes and planned for being generally available before March 2026.
The Board received and noted the FDP Highlight report.
6. Benefits refresh
The Board received an update on the FDP Benefits Refresh, which outlined themes, aims, and actions focused on continuous improvement and analysis of FDP products.
The Board discussed the recently released NHS Medium Term Planning Framework. The Chair highlighted that the guidance encourages local organisations to adopt FDP as their primary platform, particularly when renewing product licences or procuring new solutions. The policy aims to maximise national investment, create a conformant data landscape, and support wider NHS ambitions around automation and AI.
7. FDP demand and delivery update
The Deputy Director of Demand and Delivery provided an update on the FDP Demand and Delivery (D&D) activity.

The Deputy of Product provided an update on national, local delivery and product progress.

9. Outpatients reimagined demo
The Deputy Director of Product presented an update and demo on the Outpatients Reimagined. This was an output from a 12 week sprint to reform outpatient pathways by integrating and repurposing existing products for improved coordination and value.
The pathway covered six stages: referral demand, waitlist management, diagnostics/testing, booking/scheduling, consultation, and follow up. The demo showcased a tool that channels referrals into FDP, enriching data and providing an intuitive triage interface for consultants.
The Board noted the demonstration.
10. NDIT overview up update
The NDIT team joined the meeting and provided an update on National Data Integration Tool (NDIT). NDIT is designed as a secure national safe haven for data collection, processing, and management on behalf of NHS England, including the handling of identifiable data. It sits between local FDP tenants, which focus on operational value, and the national FDP tenant, which manages pseudonymised data for analysis. This structure enables consistent data validation, linkage, and processing before pseudonymisation and analysis.
NDIT will consolidate approximately 30 legacy platforms, improving efficiency, scalability, security, and accessibility. It supports both automated data federation from local tenants and manual submissions via the new National Data Submission Portal.
The Board noted that NDIT fully adheres to Information Governance (IG) regulations, with identifiable data used only for direct care or statutory purposes, and all data is pseudonymised before broader analytical use.
