1. Welcome and introductions
The chair welcomed Federated Data Platform (FDP) Programme Board members to the meeting. Apologies were noted.
2. Declarations of interest
The chair asked members to declare any interests. No new interests were declared..
3. Review of actions
The chair guided the group through a review of the open actions and progress was noted. There were no objections to the closure of actions and no concerns were raised about actions that were in progress.
4. Decisions made
The chair summarised the decisions made since the last Programme Board meeting on 24 June 2025.
5. FDP highlight report
The assistant director FDP programme management office, NHS England provided an overview of the FDP highlight report, including the number of trusts signed up, product deployments and programme risks.
As of 4 July 2025, a total of 131 trusts had formally signed up to implement the FDP via a memorandum of understanding and the relevant information governance documentation.
The key performance indicators (KPI) report highlighted a busy period for products. Work was ongoing to make more products generally available, including the Cancer 360, Shared Patient Tracking Lists (PTL) and System Control Centre (SCC) products.
The KPI dashboard for the programme was reviewed.
The importance of aligning FDP products with operational needs in mental health and community settings was noted, with a focus on ensuring products and solutions support cross-system workflows. The Board discussed the need to join up initiatives, such as linking patient engagement portals for community and mental health trusts with FDP tool usage, to maximise impact and engagement. The director of data and analytics, deputy chief data and analytics officer, NHS England supported the idea of integrating these efforts and it was agreed that this would be discussed further.
Action: the deputy director for demand and delivery to work with the deputy director for transforming operational delivery to build the joining of patient engagement portals into the transforming operational data workstream workplan.
Board members reviewed current FDP risks and issues.
A member highlighted the lack of capacity within integrated care boards and regions to engage with FDP was a potential risk. It was reported that some digital teams were being reduced or clustered at a regional level, potentially leaving some without digital support. This was seen as a larger risk at integrated care board than at the trust level.
Action: the deputy director for demand and delivery to consider whether this was a risk to be added to the programme risk register.
6. FDP demand and delivery update
The deputy director, demand and delivery, NHS England provided a summary update on the programme’s delivery progress highlighting the increase in NHS trusts signed up to FDP and the targeted approach for those trusts that had not yet engaged.
7. FDP product update
Members received a product update illustrating the current position on core products and on emerging products.
Action: the deputy director, product development and implementation, NHS England to circulate FDP Product summary to Board members.
8. Population health management – strategic commissioning tool and demonstration
Members received a demonstration of the Population health management strategic commissioning tool.
9. Communications and engagement update
Board members were provided an update on the communications and engagement strategy.
Action: lead senior communications and engagement manager, transformation directorate, NHS England to share the updated core messaging with Programme Board and Comms Task Force.
