1. Introductions
Panel members were welcomed to the meeting by the Chair, who also ran through the agenda. The action notes from the previous meeting were approved with one minor amendment. No conflicts of interest were declared.
2. NHS FDP Cancer360 final video
The NHS FDP team presented the final NHS FDP Cancer360 animation to the panel, following feedback given at a previous meeting. Panel feedback to the final video included:
- The voiceover, graphics and overall flow were well received
- The pace of the visuals was considered slightly fast, which could affect accessibility
- Short clips could be extracted for use on social media at a slower pace
3. NHS FDP benefits video script – feedback
Following the above agenda, a script for a future 60-second video highlighting the benefits of the NHS FDP was presented. Panel members gave feedback, which included:
- Statistics needed more context to be meaningful to a general audience
- Plain language should be used throughout, with clearer explanations of technical terms
- The benefits to patients should be made more explicit, particularly around how the platform improves care
- Visuals were suggested to help illustrate key messages, such as clinicians moving from administration to patient care
Action: A more developed version of the script/storyboard to be brought back to the panel for further feedback.
4. Tier 2 inclusive engagement – stimulus packs
DHSC presented on the next phase of public deliberation work for health and care data, focusing on secondary uses such as research and planning. The session covered how participants will be introduced to data opt-outs, legal frameworks and data security, with an emphasis on accessibility and inclusivity.
Panel members gave feedback on the materials and approach. Key themes included:
- Complex concepts such as opt-outs and legal frameworks needed simplification to avoid overwhelming participants
- Visual elements such as colour-coded systems should be carefully designed to avoid ambiguity
- Smaller group and one-to-one sessions were seen as a positive approach for engaging seldom-heard groups
- The balance between providing enough information and avoiding information overload was acknowledged as an ongoing challenge
5. Any other business
