1. Introductions

Panel members were welcomed to the meeting by the Chair, who ran through the agenda. Members were asked to send any comments on the minutes of the last meeting.

No conflicts of interest were raised.

Action: The secretariat to review the recording of the previous meeting and add further discussion points to those minutes.

2. Ways of working

The panel reviewed an updated way of working slide, revised following discussion at the previous meeting. Key points covered included:

  • Members should respect differing opinions and be considerate of others’ cultural norms, and follow the Nolan Principles and the NHS England Code of Business Conduct
  • Members are expected to maintain confidentiality in line with the terms of reference; Chatham House Rules will be followed
  • Published minutes will be non-attributable; where an agenda item is deemed confidential this will be announced at the outset
  • Members should feel safe to express views and concerns without fear of reprisal
  • Members will be held accountable for their behaviour and may be asked to leave the group if conduct is deemed inappropriate
  • Suggested additions to the ways of working should be emailed to the secretariat

Action: The ways of working slides to be updated include a note on the process for raising concerns and the revised slides to be circulated to the panel with the minutes.

3. NHS FDP – privacy and security animation script

The panel reviewed a storyboard for a privacy and security animation video. Feedback focused on clarity and accessibility of the content for a public audience.

Key points raised included:

  • Technical terms should be simplified or replaced with clearer alternatives
  • The animation should address data security concerns clearly
  • It should be made clear that the programme is being rolled out gradually, using specific examples to illustrate benefits
  • Data storage and aggregation should be explained in plain language

Action: The animation script to be revised based on panel feedback, simplifying jargon and clarifying key messages around data security.

4. Linking health and non-health data

DHSC presented the potential benefits and challenges of linking health and non-health datasets, with examples including bariatric surgery outcomes, energy subsidy targeting, and benefit assessments.

Panel feedback:

  • The panel supported the potential of data linking to benefit patients and the wider population
  • Clear public communication, strong narrative, and transparency were seen as essential to maintaining public trust
  • The sensitivity of certain datasets and the importance of data safeguards were highlighted

Action: DHSC to be invited to a future meeting to provide an update

5. HR update and learning

The panel received a brief update:

  • HR processes are ongoing for all panel members
  • Information on mandatory training and an NHS England training offer were shared
