1. Introductions
Panel members were welcomed to the meeting by the Chair, who also ran through the agenda. The action notes from the previous meeting were approved for publication. No conflicts of interest were declared.
2. NHS England pharmacy, dental and optometry data for secondary uses
NHS England presented plans for the use of pharmacy, dental and optometry data for secondary purposes. The presentation covered the current data landscape across these areas and the aims of proposed changes.
Panel members asked questions and raised points, feedback included:
- The need for clear public-facing communications on the benefits to patients, not just organisations
- The importance of explaining how the data would be kept secure
- Whether providers operating as private companies could be directed by NHS England
- The value of a clear vision statement to share the purpose and benefits of the plans
3. Large scale public engagement – stimulus packs
DHSC presented materials for a public deliberation programme on health and social care data, with the aim of gathering public views on how they expect their data to be used by the NHS.
Panel members asked questions and gave feedback including:
- Materials should be simplified and shortened to avoid disengagement
- Visuals could be used more effectively to distinguish between different types of data held by different organisations
- Examples of secondary data uses were helpful but could be expanded to make them more relatable
- Holding workshops across different locations was seen as a positive approach to gathering diverse perspectives
