1. Introductions

Panel members were welcomed to the meeting by the Chair, who also ran through the agenda.

The action notes from the previous meeting were approved for publication and no conflicts of interest were declared.

2. Data Access Bill

NHS England’s Technology Strategy, Architecture and Standards (TSAS) team presented on the Data Access Bill, covering the challenges it aims to address, the proposed changes and the impact.

Panel feedback and questions raised on

  • Workforce identity and access management across health settings
  • Clinician access to information across different sites
  • Connectivity between pharmacy systems and the electronic patient record (EPR)
  • Outdated systems were identified as the main barrier to sharing data across organisations.

Panel members were asked to consider two questions from the presentation and share their responses to inform future stages of the work.

Action: TSAS to return to a future meeting to provide an update on the progress of the legislation.

3. Desktop exercise – verbal feedback

Following the previous meeting, panel members had been asked to review the usability of the NHS Federated Data Platform webpages. Verbal feedback was provided at this meeting and will be used to inform updates for phase two of the webpages.

 Key feedback included:

  • The webpage was generally clear, easy to read and simple to navigate forwards through
  • Navigating backwards through the pages was more difficult; a ‘back to homepage’ button was suggested
  • Some pages contained medical jargon that was difficult to read; a glossary was recommended
  • The list on the left-hand side of the webpage was not clearly presented
  • The Health Research Authority website was suggested as a useful reference for public-facing NHS web design

4. PPECAP recruitment – update

An update was provided on the recruitment of new Patient and Public Voice (PPV) partners to PPECAP. Members received information on key dates and the process for current members wishing to reapply. Members were also updated on planned changes to meeting times.

Questions from panel members covered the number of new members to be recruited, the rationale for group size, and changes to meeting frequency.

5. PPV opportunity – NHS England AI advisory panel

NHS England’s Transformation Directorate presented on a new AI advisory panel, currently recruiting Patient and Public Voice partners to act as critical friends alongside technical colleagues. Panel members asked questions about public awareness of AI and the format of meetings, which the team responded to.

6. Any other business

The secretariat confirmed that the meetings scheduled for 19 December 2024 and 2 January 2025 would not take place. The next meeting will be held on 16 January 2025.
