Terms of reference
1. The Committee reviewed and updated its terms of reference, reinforcing its role in approving strategically significant projects and ensuring alignment with the wider strategic agenda. Members agreed on clearer processes for project oversight, communication expectations, and annual evaluations, as well as a review of work programmes across Board committees.
Towards a single strategic agenda for DHSC and NHS England
2. The Committee received an update on progress towards a unified strategic agenda, including proposed strategic objectives, a new scorecard for measuring impact, and frameworks to support consistent project development and delivery.
Children and Young People’s Strategy
3. The Committee received an update on the national children and young people’s strategy, noting fragmented services, increasing complexity of needs, and key initiatives aimed at improving outcomes through more integrated and modernised models of care. Members emphasised the importance of stronger cross‑sector integration, evidence‑based innovation, and further analysis to identify opportunities for improvement and assess the impact and cost‑effectiveness of different service models.
Quality Strategy update
4. The Committee received an update on the developing Quality Strategy, which aims to deliver the 10‑Year Health Plan’s ambition for high‑quality care through outcome‑based priorities, strengthened leadership, better use of data, and improved integration of technology, regulation, and innovation.
Centre-led commercial intervention approach
5. The Committee reviewed proposals for a more centre‑led but locally enabled commercial model designed to reduce system fragmentation and improve value through greater standardisation of procurement. Members supported the direction of travel, emphasising the need to balance national and local approaches, encourage innovation and SME access, integrate sustainability principles, and strengthen data transparency and capability across organisations.
