Agenda item 1 – Introductions
New members were introduced, Doctor from National Data Guardian
covering for Chair (Office of the National Data Guardian) and Lead Senior Communications and Engagement Manager, NHS England.

Agenda item 2 – NHS FDP Explainer Animation
Business Development gave a brief reminder of the FDP explainer animation and explained how previous feedback had been used to develop the current iteration of the storyboard.
The panel worked through the updated storyboard frame by frame and provided feedback. New style animation was shown, each frame’s sketches were displayed and talked through.
Feedback:
- Make it clearer that the figure in the animation is a doctor.
- It was queried whether a doctor should be shown with long sleeves during a consultation, due to infection control issues. It was agreed this would be checked and adjustments made as needed. NHS Federated Data Platform should be written in full throughout rather than shortened version, so it doesn’t assume familiarity with the acronym.
- Make clearer the depiction that data is currently held in lots of different places.
- Edit the line that currently says the ‘NHS FDP creates better and faster treatment for patients’ to ‘NHS FDP enables better and faster treatment for patients.
- Simplify wording on frame 11. The wording on hospitals should be changed to reflect the structure of trusts.
- Update the map to make it clear that, currently, the NHS FDP is only for use in England.
- The image of the surgeon needs to make their profession clear – a new image is to be located.
- Some of the wordings used are too technical. Use words that are easy to understand by people who are not familiar with NHS surgery.
- The panel were thanked for their feedback, and it was confirmed it would be used to develop the storyboard further. An updated version will be circulated to the panel.
Action:
Business Development to work with the feedback provided on both the visuals and the script and bring back the sketch before the animation process starts.
Agenda item 3 – FDP Public Engagement Activity
The Head of Communications and Engagement talked through the public engagement plans. She reminded the panel that the themes for the engagement had been identified based on feedback received via the NHS FDP Engagement Portal since contract award. The purpose of the engagement activity is to:
- Educate the public on FDP (what is it, what does it do, how is their data part of this).
- Empower people to make informed decisions.
- Listen to understand the views, expectations, and any concerns of the public, and provide an opportunity for them to ask questions.
- Foster ongoing collaborate with the public about the programme and future comms and engagement activity.
The intended approach is to work closely with the regions, to facilitate a range of virtual and face to face engagement opportunities, ensuring engagement takes place with a nationally representative sample, as well as those who register interest via the engagement portal. A procurement exercise will be undertaken to commission this work.
Timeline:
- Procurement in July/August 2024.
- Delivery to be in September to November,
- Final report in December (but there will be monthly reporting along the way).
Next steps:
- Conclude internal procurement steps and go to market.
- Set up a steering group with people from regions/trusts.
- Continued engagement with their advisory group.
- Delivery on engagement underway.
The plans received positive feedback, one member commented that the engagement should be as inclusive as possible when going through the design phase. The chair inquired about the contract awarding process, head of communications talked through the procurement process and reassured the group that commercial and legal teams would be involved.
Agenda item 4 – Any other business (AOB)
Lay members are asked to submit their timesheet as soon as possible after each meeting to ensure processing take place ahead of the payroll deadline. The next deadline for submission of timesheet is Monday 8 July 2024.
