Terms of reference: Review of the NHS adult gender dysphoria clinics in England

Review scope

In June 2024, NHS England asked Dr David Levy to independently lead a review of the operation and delivery of NHS adult Gender Dysphoria Clinics (GDCs) in England (‘the Review’). Dr Levy will be supported by a panel of clinicians and other key stakeholders to:

The Review will examine:

  • the operating procedures in each commissioned GDC service
  • how the current service model meets the needs of patients across the patient pathway
  • challenges to the delivery of the GDC service
  • any existing action being taken to improve quality (to include effectiveness, safety, patient experience and unexplained variations in care)

The Review will identify:

  • areas for improvement in relation to GDC service quality
  • good practice that could be shared by GDCs
  • any support that should be made available to GDCs to assist improvement

The Review will escalate current safety concerns where required to protect patients at the earliest opportunity to allow action to be taken to address issues.

The Review will inform:

  • action plans to improve GDC service quality as needed
  • a longer-term quality improvement approach
  • the development of the updated GDC service specification (non-surgical interventions)
