The request asked for a breakdown of bank spend and agency spend broken down by trust for the past 12 months. It additionally requested the percentage of staff who are compliant with their appraisals on a national level and the percentage of vacancies broken down by trust.

NHS Improvement held some of the information requested and decided to withhold all of the information it held on the basis of sections 31, 33 and 43.

An internal review was conducted and the initial decision was upheld.
