The request was for all discussions, meeting minutes, notes, emails, and records surrounding any consideration of a merger with NHS England and any statutory powers which would be gained via such a merger.

NHS Improvement held the information requested and but was not able to progress the request because of the cost limit under section 12 of the FOI Act.
