The request was for all communications between the office of the chief executive and the office of the executive director of resources at NHS Improvement and the Treasury, and communications with the Department of Health, regarding raising money for NHS investment by borrowing from hedge funds.

NHS Improvement released some of the requested information and withheld some of the information it holds on the basis of the exemption in section 36 of the FOI Act.

Upon internal review, NHS Improvement did not uphold the initial decision. NHS Improvement did not hold the information requested.
