The request was for a copy of the paper on provider policy and new care models prepared for the private session of the NHSI Board meeting on 25 May 2017. NHS Improvement held the requested information and decided to withhold the information it held on the basis of the exemptions in section 36 of the Freedom of Information Act 2000.

Following an internal review, the initial decision was upheld.
