The framework sets out what NHS England expects from integrated care boards (ICBs) in the strategic commissioner role, and what ICBs and providers can expect from NHS England, as part of a step-by-step guide with an up-to-date commissioning cycle. 

The framework will be followed by a complementary co-produced strategic commissioning development programme to identify and build the skills and capabilities needed within ICBs for successful strategic commissioning.
