This guidance is designed to be used by those considering, and involved in, substantial service change to navigate a clear path from inception to implementation. It will support commissioners and providers to consider how to take forward their proposals, including effective public involvement, enabling them to reach robust decisions on change in the best interests of their patients.

Summary

In the interim, this addendum to the March 2018 document updates guidance to improve the alignment of service reconfiguration and capital business cases, and evaluation criteria where appropriate, and reflects NHS England and NHS Improvement’s more integrated assurance processes. The addendum largely adds to the March 2018 guidance but, in some areas, updates and supersedes it.
