Annex 2: MOSS access guide

Access permissions

In MOSS, data is presented at trust site level.

Due to data permissions, individuals will have access to different information depending on the organisation they work for.

This is arranged according to the following rules: 

  • Colleagues working in the NHS England national team, including maternity improvement advisors, will have access to all organisations’ charts and summaries.
  • Colleagues working in NHS regions will have access to their regional summary, the summaries of integrated care boards (ICBs) and trusts in their region and charts of trust sites in their region.
  • Colleagues working in NHS ICBs will have access to their ICB summary, the summaries of trusts in their ICBs and charts of trust sites in their ICB.
  • Colleagues working in NHS trusts will have access to their trust summary and charts of sites in their trust.

Who should have access to MOSS

Colleagues working in or supporting maternity services will be able to request access to MOSS. This includes colleagues at trust, ICB, regional and national level.

At trust level, the following colleagues should register to access MOSS at a minimum:

  • The perinatal leadership team at each trust site, to include:
    • director of midwifery (or head of midwifery if none appointed)
    • operational lead of the maternity service
    • obstetric lead (clinical director/head of service)
    • neonatal lead (nursing/medical)
  • Accountable trust board executives to include:
    • executive trust board safety champion
    • chief medical officer
    • chief nurse
  • Maternity and neonatal voices partnership lead

At ICB level, at a minimum the following should register:

  • the executive with responsibility for maternity and neonatal services
  • director of quality

At regional level, at a minimum the following should register:

  • regional chief nurse
  • regional chief midwife
  • regional chief obstetrician
  • regional medical director

Maternity improvement advisors should register for access to MOSS too, as part of supporting trusts enrolled onto the Maternity Safety Support Programme.

Other trust, ICB, regional and national colleagues with a remit over supporting perinatal quality and governance should also register for access.

MOSS automatic email alerts

MOSS will automatically and immediately email colleagues with access to MOSS when a signal occurs, so that the standard operating procedures can be followed promptly.

Colleagues will only receive automated signal alert emails for trust sites that they have permission to view.

How to request access

Access to MOSS is through the NHS England applications page.

To access this page, you will need to register for an OKTA account if you do not already have one.

OKTA is a cloud-based management service which is used to access various NHS England products. As required, please review Guidance on setting up an OKTA account.

Once you have logged into the NHS England applications page, the screen will display the below details:

You will then need to select MOSS in the alphabetised list and click ‘Request Access’ as below:

After clicking the Request Access button, a further screen will appear confirming that your request has been sent.

Shortly after this, you will receive an email asking you to provide more details. An example of this email is below:

Please reply to this email with all relevant details.

Within 24 hours you should receive a follow-up email to say that your request has been granted.

You will then be able to return to the NHS England A-Z applications page and, after logging in, when you click on MOSS it will appear on screen via Tableau.

We recommend saving MOSS to your favourites/bookmarks list.

If your request was unsuccessful, you will receive an email to say your request was not approved (an example of this email is given below). In this scenario, please contact england.datavizfunction@nhs.net for assistance.
