In April 2016, NHS England Health & Justice commissioned a report from KPMG (Health & Justice CAMHS Transformation Workstream Report) as part of the delivery of Workstream 3 (Collaborative Commissioning Networks), which identified that “no single organisation has overview of pathway, with gaps in provision at transition points, variations in provision across the region.”

This report set out a series of recommendations under the theme ‘Pathways & Provision’ these included:

• Map pathways from end to end to ensure awareness of full pathway across agencies
• All secure settings and SARCs to have clearly defined CAMHS pathways with clear and consistent referral processes

The West Midlands Clinical Networks have commissioned the North East Commissioning Support Unit (NECS) to work with key local stakeholders to map ‘Health and Justice’ pathways for children and young across the individual Local Transformation Plan (LTP) footprints. This will include those pathways transitioning in and out of secure estates, Sexual Assault Referral Centres and Liaison & Diversion Services.

This is an important piece of work, which will help us to gain a better understanding of the current state of health and justice pathways in the region and in particular to identify gaps in provision and key risks and challenges. This will inform future work and the results and mapping will be shared so that it is of benefit to all commissioners and providers.

As part of the project, we will be working with the West Midlands Clinical Networks, identified Local Transformation Plan Leads and other key partners to:

• Map existing end to end Health & Justice pathways that are in place locally for those individuals aged 0-21 years.  This shall need to include:
  • The names of the organisations who deliver each part of the pathway and their commissioners;
  • Data outlining the activity associated to each part of the pathway;
  • Costs associated to delivering each part of the pathway;
  • Governance arrangements in place to oversee each part of the pathway.
• Identification of transitional arrangements including the management of information from one organisation to another;
• Identification of key challenges and risks associated to gaps in the pathway;
• Examples of good practice;
• Transition points and/or overlap with pathways in other areas

The project will help to provide a better understanding of the current state of health and justice pathways in the region and in particular to identify gaps in provision and key risks and challenges. This will inform work going forward and the results and mapping will be shared so that it is of benefit to all commissioners and providers.
