The model system collaboration and financial management agreement is a framework document which an integrated care board and its local partner trusts can choose to use locally, to set out how they will work together to manage NHS system finances and in-year financial risks. It is not a mandatory template; local systems can adopt it, or to draw on it for their own locally-developed arrangements.
