NHS Oversight and Assessment

Clinical commissioning groups (CCGs) were established on 1 April 2013 and are clinically-led organisations. NHS England has a statutory duty (under the Health and Social Care Act (2012)) to conduct an annual assessment of every CCG.

The NHS Oversight Framework for 2019/20 has replaced the CCG Improvement and Assessment Framework (IAF) and the provider Single Oversight Framework, and will inform assessment of CCGs in 2019/20.

It is intended as a focal point for joint work, support and dialogue between NHS England, NHS Improvement, CCGs, providers and sustainability and transformation partnerships and integrated care systems.

The NHS Oversight Framework is supported by technical annexes for CCGs and providers. The CCG technical annex explains the rationale and detail of each of the indicators that will be used for the annual assessment of CCGs.

NHS England is no longer required to provide a separate assessment of CCG performance in the six clinical priority areas (CPAs) of cancer, mental health, maternity, learning disabilities, diabetes, and dementia.
