CCG improvement and assessment 2016/17

Clinical Commissioning Groups (CCGs) were established on 1 April 2013 and are clinically-led organisations at the heart of the NHS system. NHS England has a statutory duty (under the Health and Social Care Act (2012)) to conduct an annual assessment of every CCG.

For 2016/17 we are introducing a new CCG Improvement and Assessment Framework to replace both the existing CCG assurance framework and CCG performance dashboard. This new framework provides a greater focus on assisting improvement alongside our statutory assessment function. It aligns with NHS England’s Mandate and planning guidance, with the aim of unlocking change and improvement in a number of key areas. This approach aims to reach beyond CCGs, enabling local health systems and communities to assess their own progress from ratings published online.

The framework is intended as a focal point for joint work and support between NHS England and CCGs, and was developed with input from NHS Clinical Commissioners, CCGs, patient groups and charities. It draws together the NHS Constitution, performance and finance metrics and transformational challenges and will play an important part in the delivery of the Five Year Forward View.

Numerous webinars and engagement events have taken place since Autumn 2015 as part of the framework development process. In February 2016, we undertook a short engagement period to seek views on our initial proposals. We received a number of written responses by the closing date of 26 February, and a summary of this feedback and our response has been provided.

The CCG improvement and assessment framework 2016/17 Operating Manual provides details of the operational processes that underpin the framework, and contains information relevant to all teams involved in implementing and running aspects of the framework. The framework document is supported by a technical annex which explains the rationale and detail of each of the indicators and it is anticipated that this will be updated approximately quarterly during the year. Similarly, the operating manual will be updated during the year.
