Engaged staff and integrated care drive results in Sheffield

Sheffield Health Partnership University NHS Foundation Trust has made significant progress by connecting finance, people, quality, productivity and reform.

A major cultural shift has driven progress. Staff survey response rates rose from 48% in 2023 to 70% in 2025, with improvements across all people promise areas.

Out-of-area beds have been reduced to zero since January 2026. People who can safely be cared for locally are now supported closer to their homes, families and communities.

Productivity has improved through better flow, digital optimisation, use of video technology, and pathway and workforce redesign. The trust has also delivered its financial plan 2 years running.

New 24/7 neighbourhood care models are in place, bringing together primary care, physical health, voluntary and community services, housing, employment support and benefits advice, with a ‘no wrong door’ approach.

The trust has moved from reactive, fragmented care to integrated neighbourhood support, with clearer accountability, better flow and stronger staff confidence.

The lesson: recovery and reform work best when culture, grip, quality and productivity move together.
