Ambulance Data Services (ADS) Dashboard

Broad description of product

This Product produces dashboard on:

• Ambulance activity, including calls, response times, triage assessment outcomes, ambulance response times,
• Response details including high level incident outcomes and handover times

The Product consists of

• An ‘Operations Centre’ Dashboard that provides a summary of key performance indicators across regions and ambulance services.
• A ‘Reports’ tab offers the user the opportunity to compare activity within specific geographical levels. This allows a combination of time series and benchmarking opportunities to understand activity comparisons.
• The ‘Ambulance 360 Dashboard’ which provides users with drill down for specific services activity, with a timeseries of performance and optional metrics within established measure groups.
• The ‘Ambulance 360 Dashboard’ also provides a ‘map version of handover activity and allows users to visually see where the handover pressures are.

NHS England uses the information to support the development of national policy, as well as providing commissioners with information to make a case for change and supporting operational management at an Integrated Care System, regional and national level.

The information available to users of the dashboards provides an evidence base for change. This includes, but is not limited to:

• Identification of patterns of activity to identify unwarranted variation in operational delivery,
• Outcomes of patient incidents to support review of prioritisation of ambulance calls to improve patient safety and ensure all patients, but in particular the most acutely unwell patients receive a timely and appropriate response,
• Identify and benchmark best practice to share with services to facilitate improvement,

Monitor and address system challenges using data to identify particular health conditions and/or patient groups requiring additional support.

The purpose for processing your personal data

The dashboards are produced by NHS England in the National Instance of the FDP using De-Identified Data. The data in the dashboards which is shared with other organisations is Anonymous Aggregated Data and Operational Data.

The dashboard enables authorised users to analyse:

• Ambulance activity, including calls, response times, triage assessment outcomes, ambulance response times,
• Response details including high level incident outcomes and Handover times

The dashboards provide oversight of the operational activity of Ambulance Services to support delivery challenges and improvement/efficiencies to patient care and safety, care co-ordination and operational delivery.

Type of data processed and categories of data

Personal Data – De-Identified Data

De-Identified Data is processed for the purposes of producing the dashboards. Personal Data is de-identified by NHS England before it is transferred into FDP for use in the Product.

Data that is processed by this Product includes De-Identified Data about an individual’s:

• Age,
• Month and year of birth,
• Sex
• Race or ethnicity.

The dashboard also processes operational information about each ambulance call out including:

• the Ambulance Service,
• Date, time and duration of calls,
• Response category,
• Incident location through use of first part of the postcode (eg LS1),
• NHS Trust where the patient was taken.

Legal grounds for processing personal data in FPD and sharing it (if applicable)

The processing of De-Identified Data by the Controller for the purposes identified above is permitted under the following legal grounds:

UK GDPR

• Legal Obligation – Article 6(1)(c)… ‘the processing is necessary for compliance with a legal obligation’. This applies where NHS England is directed under section 254 of the Health and Social Care Act 2012 to collect and analyse personal data for the purpose of producing the dashboards;
• Public Task – Article 6(1)(e) ‘…necessary for the performance of a task carried out in the public interest or in the exercise of official authority…’. This applies where NHS England processes De-Identified Data to produce Anonymous Aggregated and Operational Data it shares with users of the dashboards;
• Substantial Public Interest – Article 9(2)(g) ‘processing is necessary for reasons of substantial public interest’ together with the legal ground in Schedule 1, Part 2, Paragraph 6 of the Data Protection Act 2018 (“DPA 2018”) “statutory etc and government purposes”. This applies where NHS England processes personal data under Legal Obligation or Public Task above;
• Health Care – Article 9(2)(h) ‘necessary for the purposes of preventative or occupational medicine…, medical diagnosis, the provision of health or social care or treatment or the management of health or social care systems and services…” together with Schedule 1, Part 1, Paragraph 2 of the DPA18 “Health or social care purposes”. This also applies where NHS England processes personal data under Public Task above.

Confidential Data

NHS England is required by law to process the De-Identified Data it collects and analyses in the Product to produce the dashboards. This is required under legal directions issued by the Secretary of State for Health and Social Care to NHS England under section 254 of the Health and Social Care 2012 Act.

The Anonymous Aggregated Data and Operational Data which is shared with users through the dashboards is not Confidential Data.

Who is Processing your Personal Data on behalf of the Controller

The Data Platform Contractor, Palantir Technologies UK, LTD is a processor for this Product.

No Personal Data is being processed by the PET Contractor IQVIA LTD, who is not a Processor for this Product.

Who your data is shared with

Anonymous Aggregated Data and Operational Data is shared with a range of dashboard users. The data shared does not therefore identify anyone.

Users of the dashboard are:

• NHS England,
• Integrated care boards, and
• NHS trusts.

• Right to rectify

Other Opt Outs

No.

• Type 1 Opt Outs do not apply because the datasets used to create the dashboard do not contain confidential patient information that has been collected by NHS England from GP Practices.
• National Data Opt Outs do not apply because:
  • the collection and analysis of data by NHS England to create the dashboards has been carried out under a legal obligation (the Legal Direction) and therefore the National Data Opt Out does not apply.
  • the data which is shared with other organisations through the dashboards is not confidential patient information and therefore the National Data Opt Out does not apply.
