Independent review into gender identity services for children and young people

An independent review has been commissioned by NHS England and NHS Improvement to make recommendations on the services provided to children and young people who are exploring their gender identity or experiencing gender incongruence.

The independent review is being led by Dr Hilary Cass OBE, a consultant paediatrician and former President of the Royal College of Paediatrics and Child Health.

The Cass Review was commissioned to ensure that children and young people are able to access the best possible support from the NHS, and a high standard of care that meets their individual needs. It will gather evidence to determine how the NHS can provide sustainable models and pathways of care into the future.

The review will conduct extensive and purposeful engagement so that interested stakeholders, including children and young people, can express their views through a supportive process.

The review‘s findings will be underpinned by the latest evidence, and work has begun on commissioning comprehensive qualitative and quantitative research which will be considered alongside other information gathered through a formal call for evidence.

As well as being independent, the Cass Review will be open and transparent and provide regular updates on its work. These will shortly be available on additional channels including information about how to engage with and inform the review.

An assurance group has been established to provide assurance to the Review Chair and the public that the review is conducted appropriately. Its role is focused on the governance of the review process and members have been appointed by the Review Chair to provide expert challenge and perspectives including ethical, legal and research expertise.
