Securing excellence in primary care (GP) digital services: The primary care (GP) digital services operating model
The Securing Excellence in Primary Care (GP) Digital Services document (v6 May 2026) sets out the commissioning framework for the provision of high-quality general practice digital services, building upon ‘Securing Excellence in GP IT Services’, first published December 2012 with subsequent editions through to 2021 -23. It covers the key policies, standards and operating procedures that ICBs as responsible commissioners of GPIT systems, support and services are required to work to, in order to enact their obligations under the delegated arrangements. The model is intended to ensure that general practices and PCNs have access to safe, secure, effective and high performing IT systems, support and services that keep pace with the changing requirements to deliver care.
A new Integrated care board (ICB) practice agreement (v3.0) has been published alongside the GPIT Operating Model v6. This supersedes the CCG Practice Agreement v2.0 and defines the Terms governing the provision and receipt of Digital Services in General Practice. Word versions of the locally customisable signature pages and appendices, enabling systems to commence preparation and population, are available on our Futures collaboration platform (log in required).
The GPIT enabling services template specification (v6.7) provides guidance on procurement of GPIT enabling services section of the GPIT Operating Model v6 .
