David Keaveney-Sheath

Assistant Director, Mental Health, Learning Disabilities, Autism and SEND, NHS England South East

David Keaveney-Sheath began his NHS career as a carer supporting people with learning disabilities and autistic individuals at 19. Today, as Assistant Director for Mental Health, Learning Disabilities, Autism and SEND at NHS England South East, he leads a programme team working with Integrated Care Boards, providers, and local authorities to improve quality, safety, and performance of services across the region.

His work spans statutory SEND responsibilities, community and hospital-based care transformation, and ensuring children, young people, and adults receive timely, compassionate support. He works in partnership with the Department for Education to oversee improvement for children with SEND.
