2019/20 NHS Standard Contract

The NHS Standard Contract is mandated by NHS England for use by commissioners for all contracts for healthcare services other than primary care.

The Contract (in full-length and shorter-form versions) has now been updated for 2019/20. A summary of the changes we have made to the Contracts can be found in section 3 of the NHS Standard Contract Technical Guidance and in the Response to Consultation Feedback document below.

The full-length NHS Standard Contract 2019/20 comprises three parts:

The NHS shorter-form Contract 2019/20 also comprises three parts:

eContract

The eContract system hosts both the full-length and shorter-form Contracts and allows tailoring of the contract to reflect the specific services provided, so that only the relevant Service Conditions and Schedules appear. We strongly recommend that commissioners and providers utilise the eContract system.

Consultation – December 2018: Now closed

We have now published, for consultation, the draft 2019/20 NHS Standard Contract (both full length and shorter-form versions).  The consultation paper below describes the main, material changes we are proposing in the Contracts, and we would welcome comments from stakeholders on our proposals. We also welcome comments on the draft Technical Guidance.

Following an engagement exercise carried out in January 2018, NHS England is proposing to mandate use of a standard Activity and Finance Report (known as the Aggregate Contract Monitoring report) format, and supporting data flows, for all acute and mental health services commissioned under the full-length version of the Contract.  These proposals are set out in detail in the Introduction to proposals on Aggregate Contract Monitoring Reports and supporting dataflows document below, and we welcome comments on these.

Comments on the draft Contract and Aggregate Contract Monitoring report proposals should be sent by 1 February 2019 to england.contractsengagement@nhs.net.
